OCCUPY VANCOUVER GENERAL ASSEMBLY MINUTES
OCTOBER 18TH, 2011
I HOUSEKEEPING ITEMS
1. Motion made and passed to adopt a “Good Neighbor” policy
“We do not support violence, aggression, or the use of drugs or alcohol” Exact text and guidelines are available at the website
2. Current Needs:
A. Carpools
To be organized via website/yahoo groups discussion
B. Child-care during rallies
To be organized via website/yahoo groups discussion
C. Meeting space
Stephanie will follow through on suggestions to investigate PUD building and Longshoreman’s building, and is in talks with the library about waiving their fees
D. Flyers – and volunteers to pay to have them Xeroxed and to paper the town
Will be available for download off website. Good locations to post include: Clark College, churches, community boards at stores (Fred Meyers, Safeway, etc), post offices
E. Phone calling tree (for folks who cannot make meetings and don’t have web access)
Sue graciously volunteered to organize this (yay Sue!)
3. Motion made and passed to adopt Tuesdays at 6 PM as the standing day and time for weekly General Assembly (GA) meetings
4. Motion made and passed to audio record GA meetings
Recordings will be edited to coverage of major events/outcomes, sans discussion, and posted at website
II POST-MORTEM OF SATURDAY’S RALLY
1. Clarification of police role – the officers involved volunteered to come in on their day off and received overtime pay, they did not donate their time
2. General satisfaction with the rally expressed by GA attendees
3. Issues with sound/PA will be resolved in future via Avi, a new volunteer/sound tech (yay Avi!)
4. Marching through the Farmer’s Market was a mistake – the line was not supposed to go there!
5. Motion made and passed to thank the City of Vancouver for its support
Via a letter that will be drafted and posted on website for review
III NEXT MOVES
1. No Occupy rally this Saturday because a march culminating in Esther Short Park is already planned by Jobs With Justice : A Campaign for Worker’s Rights. Occupy folks are encouraged to attend and support, as they supported us. If you attend, please bring and display your Occupy signs and speak to the media about our Occupy movement if possible (in other words, attend as an Occupy representative). More info can be found at http://www.jwjpdx.org/
2. Stephanie informed everyone that the City of Vancouver banks with Bank of America and proposed a weeklong protest outside City Hall ( “Get my money out of B of A!” “Keep Clark County Money in Clark County!”) There are local banks, such as Riverview and Umpqua, that meet the qualifications to be replacements.
This generated much group discussion – some expressed concern that too many issues are being tied in and we need to stay focused on the big umbrella-level headings to draw in the mainstream, others felt that shifting weekly focus to the myriad issues under that big umbrella is the best approach because it brings in the folks attached to each issue. After much discussion, group consensus was that we should stay focused on Saturday rallies for the moment.
3. Motion made and passed that the next event will be a Saturday rally on October 29th. The march will follow a shorter route.

    what are peoples daycare needs? i would like to volunteer to help out with this, but i think there needs to be specifics so that the safety and wellbeing of the kids comes first. i’ll try to make the next ga to talk about this.

      Tara, we had talked a little bit about Child Care at Esther Short Park, in the play area. This should be a proposal next Tuesday. See you there!

    other banking options —- Columbia Credit Union.

      Rachel, from what Stephanie had found. the banking institution the City goes with has to meet several requirements and Credit Unions don’t meet them. Banks are the only option. But a local bank is MUCH better than a huge national bank.

    Hi,

    I have my business account at Sterling Savings Bank and they rock. Initially introduced to them at Panorama City where my mom lived. They are based in Spokane and have branches here locally. Don’t know if they would meet the needs but I can’t say enough about them. They called me once cuz it looked like a check “might” bounce.

    As am Member of ALIPAC (alipac.us) I must state my objection to anyone depositing funds into Umpqua bank. They are a supporter of illegal aliens and are under boycott. Just because the City has requirements does not mean that We The People cannot push for change there as well.

    I was at City Hall Monday at 1:00 and again @ 2:00 PM. I thought we had decided to meet at City Hall to Protest everyday this week between 8-5:00 PM. No one was there.
    I was also at the Bandstand on Tuesday night at 6:00 for the meeting. No one was there. Did we change our plans? In both cases?

      Marcella,

      There was a workout group at the bandstand, we tried to get anyone who showed up to come join us at the gazebo just down from the bandstand. Also, sorry about nobody at Town Hall. We decided something about that, there will be a post with the GA Minutes about this.
